LSDNSU appeals

ITANAGAR, Apr 23: Lower Subansiri District Nyishi Students’ Union (LSDNSU) has urged the higher authorities to look into the problems faced by the agriculture and horticulture departments in Lower Subansiri.

After visiting the offices of the departments of agriculture and horticulture in the district recently, the union said that both the departments are facing manpower shortage  and insufficient infrastructure.

While the agriculture dept depends on only an old gypsy vehicle for official works, the old truck provided to horticulture department remains as a problem. It could not deliver service up to the expectation, the union said.

 

UAEA to fight corruption

ITANAGAR, Apr 23:  Arunachalee Engineers’ Association (UAEA) has decided to continue its fight against corruption in the state.  It further clarified that the association is not a political organisation nor it has  been  backed by any political party.

 

Balwadi teachers orientation camp

ITANAGAR, Apr 23: The five days state level Balwadi teachers orientation camp conducted by Arunachal Vikas Parishad (AVP) concluded at Poi Vidya Niketan, Likabali yesterday. Altogether 52 teachers took part in the camp.

Attending the concluding day function, Poi Vidya Niketan chairman Tahum Taipodia appreciated the noble work of AVP workers in bringing awareness among tribal people of Arunachal Pradesh to work for all-round development with self respect and dignity. He suggested for innovative ideas and using different methods in the class to make teaching very effective.

The camp imparted training on latest techniques and teaching methods and role of Balwadi school.

Ramesh Babu, AVP’s state organizing secretary, Sandeep Kaviswar, state joint secretary, Chamrik Nyori, President AVP Likabali unit and Goken Gara, General Secretary Donyi Polo Welfare Society Likabali circle attended the programme.

ITANAGAR, Apr 23: All Liromoba Youth Welfare Association (ALYWA) in its meeting held here today unanimously resolved to work for the development and unity and peaceful-co-existence among the people under Liromoba area.

 

AAPBSU for strict implementation of ILP

ITANAGAR, Apr 23: All Arunachal Pradesh Border Students Union (AAPBSU) urged the concern authorities to chalk out plan for strict implementation of the Inner Line Permit system.

The AAPBSU in a release today said that the construction of Hurmoti-Naharlagun railway line is going on full swing and it is expected to complete within the very short period of time facilitating running of training within few years. Expectedly,   large number of outsiders will enter state capital on various purpose  which  may jeopardize  the indigenous culture  and demography of the state, the Union added.

It appealed to the authorities to chalk out plan for strict implementation of ILP in near future not only to safeguard indigenous identity of the tribal people but prevent criminal activities as well. The union further appealed the railway authorities and state Govt to ensure that local youths, especially from boundary area and land affected people get first preference in grade C and D posts in railway department.

 

Society condoles death of Kengsam

ITANAGAR, Apr 23: The Longchang Elite Society (LES) condoled the sudden demise of Kengsam Kenglang, a renowned writer in Assamese literature, who breathed his last on April 20.

He was recently honored by the Society with a Memento and Cash prize in recognition of his outstanding achievement and contribution towards the Longchang Society in particular and Tangsa community in general.

The Members today paid their last homage by placing a laurel wreath and the society’s flag over his last remains. They also met the family members and shared their grief and sorrow.

Later they prayed to the almighty ‘Rang Frah’ for eternal peace of his soul.

 

Student dies in road mishap

ITANAGAR, Apr 23: Teli Kuli, a BA final year student of Dera Natung Government College, Itanagar died in a tragic motorcycle accident at Nirjuli in the wee hours today, according to Nirjuli police.

He was son of late Teli Tarin of Lower Jumi village under Kimin circle.

He left behind his mother, 3 brothers and 2 sisters.

Meanwhile, the relatives and friends have deeply mourned the sad demise of Kuli.

 

USDIF reiterates demands, threatens bandh call

ITANAGAR, Apr 23:  Upper Subansiri District Intellectual Forum (USDIF) gave authorities  21 days to  cancel the tender process for implementation of road project, namely’ “Upgradation of  18 km road from Subansiri bridge  point  to Segi (CO Hq) of Gusar circle.

Reiterating its allegation that a huge amount of Rs 412.48 lakh has been misappropriated while floating tender for the said road project in  two packages, the Forum further alleged that authorities has proved its involvement in irregularities by not allowing  the  M/s D & G Construction for submission of tender for package -1 project. Even before the scheduled time, office of the PWD Dumporijo was closed down  in favour of a particular construction agency, it alleged.

Further, demanding action against PWD EE Dumporijo for his alleged arbitrary decision regarding tender process, the Forum threatened to call Upper Subansiri district bandh on May 15 if the authorities do not pay heed to its demand within the given period of time.

Tuki seeks people’s cooperation to make Arunachal a progressive state

SANGRAM, Apr 23: Chief Minister Nabam Tuki sought cooperation from the people to make Arunachal Pradesh a numero uno state in the country.

Addressing a sea of people from Nyapin, Phassang and Sangram, Tuki said he has a plan up his sleeves to make Arunachal Pradesh a vibrant and progressive state for which he sought cooperation from the people. “Together we can change the face of Arunachal and make it a progressive state and set an example for others to emulate,” he said in chaste Nyishi. He said that government has put emphasis on education and health sectors and formulated policies that will be implemented during the 12th 5-year plan.

Tuki called for proper implementation of flagship programmes in Nyapin, Phassang and Sangram while informing that third party monitoring is in effect and its reports would shape future projects and schemes.

Stating that the Union and the state governments   are working hand in hand for welfare of the people, Tuki sought accountability on every single penny meant for the welfare projects.    

The Chief Minister, earlier, inaugurated the newly created Sub-Divisional Office (SDO) at Sangram, which till now was circle office.

Responding to a memorandum submitted by Nyapin Assembly Constituency MLA Bamang Felix, Tuki announced an amount of Rs 5 crore for infrastructure development for the newly created SDO headquarters in the first phase. However, he advised the planners to make the SDO building a multi-storeyed one housing all departments for easy governance and access by the public.  

On creation of a separate administrative circle for Kurung Nyobia (villages at the left bank of Kurung river), Tuki asked the Kurung Kumey Deputy Commissioner Rajeev Takuk to carry out a detailed study and submit the proposal for cabinet approval.  Reiterating his commitment to make Arunachal Pradesh a green belt by promoting tea and rubber plantation, he informed that very soon a delegation would approach the Centre for the same. While encouraging the farmers, he informed that banking institutions such as rural bank and NABARD would help them in their endeavour to become successful farmers.

He announced Rs 1 crore as a special package for tea plantation in order to start as an experiment.

He also assured to prioritize construction of rural link roads to Kambang, Gangnyi Dolo and Laba village under RIDF and construction of Sangram to Parsi Parlo under NLCPR.

Speaking on the occasion, Lok Sabha MP Takam Sanjoy, while stating that Arunachal Pradesh along with rest part of the country has become a competitive state, he urged the youth to be sincere and aware of ‘one’s jurisdiction’ and work with full responsibility.          

Earlier, Tuki also laid the foundation stones for a Govt Polytechnic at Laying, Tadar Taniang Govt College at Nyapin and a multipurpose indoor stadium, also at Layang. Further, he assured a grant of Rs 5 crore for construction of an outdoor stadium at Sangram.

Meanwhile, Sanjoy inaugurated Wire Rope Suspension Bridge (WRSB) over Kurung River (funded by DoNER).

Rain played spoilsport but failed to dampen the spirit of the public who thronged in large number  the venue of the meeting despite the oddities.

Among others, Nido Pavitro, Parliamentary Secretary, Health and Family Welfare, MLAs Marki Tado and Takam Tagar (Pario) along with the deputy commissioner, SP and Head of Departments of the district attended the programme.

 

 

Youth and students stage dharna, demand arrest of attackers

ITANAGAR, Apr 23: Large number of youths and students under the banner of Adi Baane Kebang Youth Wing (ABKYW) today staged peaceful dharna in front of Raj Bhawan in protest against the failure of the law enforcing authority to nab the culprits who had assaulted Haku Tatak, a law student, on April 6 midnight. Ordinary citizens also participated in the dharna.

Slogans like ‘Capital Police down-down’, ‘State Govt hai-hai’ reverberated in air as the participants expressed their frustration over non-arrest of culprits involved in the brutal attack on Haku.

ABKYW also submitted a memorandum to the Governor seeking his intervention in this case. The memorandum stated that police investigation team led by AK Jha has failed to nab any culprit even after 16 days of the incident.

While condemning the police inaction, the ABKYW sought the intervention of the governor for justice to the victim and arrest of the culprits.

Livestock awareness-cum-health camps kick off

ITANAGAR, Apr 23: The week-long livestock awareness-cum-health camp on the side line of World Veterinary Day was inaugurated by Dr. Hage Tabin, Director, Animal Husbandry & Veterinary at Hari and Joram villages in Lower Subansiri district.

Speaking at the inaugural function, Dr. Tabin requested the villagers to get their valuable livestock immunized periodically for which the department is providing vaccines free of cost at door step. The epidemics in livestock, like Foot & Mouth Disease, which causes huge loss annually to the farmers, can be controlled by regular vaccination, he said.

Dr. Tabin was accompanied by senior officers of Hqs. along with executive members of Arunachal Pradesh Veterinary Association.

The enthusiastic farmers brought their livestock and pet animals for treatment and immunization to both the locations.

Two teams of doctors along with field staff with sufficient quantity of medicines and vaccines are conducting the awareness-cum-health camp simultaneously at the two villages.

The camp will be organized at Bamin Michi and Hija villages on April 24.

 

 

AAPSU hits back at APYC, reiterates demand for white paper on financial status

ITANAGAR, Apr 23: All Arunachal Pradesh Students’ Union (AAPSU) hit back at Arunachal Pradesh Youth Congress (APYC) over its remark that “AAPSU can’t dictate term to Govt.”

AAPSU president Takam Tatung, in a release, going through the content of the APYC statement, called upon the youth brigade of the Congress party to refrain from giving political colour and different dimension to the genuine issue raised by the union to the present state government on the deteriorating law and order problem in the state. Such maneuver will back-fire Congress government as truth is there to see for everyone, he said.

 

   AAPSU appealed to the APC and APUWJ to reconsider their decision not to entertain any press releases issued by unions and NGOs after April 24 in the greater interest of the people of the state.

 

“The union in its full wisdom does not have any interest to infringe upon the prerogative of a state chief minister but at the same time no individual or organization on behest of the state government can stifle the voice seeking for peace, security and justice of the common masses,” Tatung stated.

The APYC being the youth wing of the ruling Congress party should have the magnanimity to accept the truth to call “spade a spade” rather than making it a “prestige issue” and should not behave in a way that will have far reaching ramification, he said.

“AAPSU as union since its inception has been fighting for the common causes of the state viz Chakma-Hajong refugee issue, boundary Issue, 80-20 reservation for APST in government service and  the famous APCOCA movement to name a few.”

Citing examples of the recent Papu-Nallah and Chimpu murder case, burning of state transport buses, APPSCE  and PWD offices, graft case involving crores of rupees in Kurung Kumey district, kidnapping of executive engineer in Tirap, brutal attack on Haku Tatak and most recently the vandalism at Arunachal Times, Tatung said that the present Congress government and its police machinery have miserably failed to solve those cases till date.

The AAPSU while reiterating its earlier demand for a “White Paper” on the precarious financial position of the state called upon the state government to come up with a stipulated time of two weeks lest the union will be compelled to hit the street.

 

 

CM directs Capital SP to bring culprits to book

ITANAGAR, Apr 23: Chief Minister Nabam Tuki today enquired about the progress of the recent attacks on The Arunachal Times office and a youth, namely Haku Tatak and gave specific direction to Capital Complex SP to bring the culprits to book at the earliest.

After briefing the CM, SP Hibu Tamang assured him that entire men and resources are working for breakthrough in both cases and hopefully success would be achieved soon.

“There should be no compromise with law and order and anyone committing crime should be taken to task as per the law of the law,” the CM directed today immediately after returning from his trip to interior Sangram in Kurung Kumey district.

The CM, who was accompanied by MP Takam Sanjoy, Health Parliamentary Secretary Nido Pavitra, MLA Markio Tado and political secretary to CM Bamang Tago, visited the Barpani Basti, where 66 OB type houses were reduced to ashes in a devastating fire Sunday afternoon.

After listening to the grievances of the fire victims, the CM assured them that he would look into their accusation of lackadaisical attitude of the fire tenders and the shortcomings confronting them.

He also directed the deputy commissioner to file a report of losses, the cause of the fire and take fire preventive measures to be enforced strictly to prevent recurrence of such incidents in future. He also directed the disaster management department to immediately process the compensation entitled to the fire victims for the government to act.

He also enquired about the immediate relief paid by the DC and assured to do what ever he could help the poor people. However, he exhorted them to exercise precautions against faulty electric wiring, gas leakage, burning of fire unattended, the common human errors that cause such man-made tragedies.

 

 

SIRD takes part in national colloquium on ‘lab to land initiative’

ITANAGAR, Apr 23:  State Institute of Rural Development (SIRD) Arunachal Pradesh participated in the 6th National Colloquium on Lab to Land Initiative held at Lucknow recently.

The Lab to Land initiative is an initiative of Ministry of Rural Development Government of India. Under the initiative each state is encouraged to develop a cadre of Bharat Nirman Volunteer (BNV) to work volutarily for developing better contact with the grassroots level people and create awareness about all development programmes being implemented in rural areas. The BNVs are encouraged by exposing them at national colloquium and other training interventions through SIRDs. Arunachal Pradesh was represented in the Colloquium by SIRD Dy. Director Dr. Kirto Loyiand Asst Director Rakesh Srivastava. The team also included 2 BNVs, namely Teri Bottum and Tana Tado and Doimukh BDO Chagam Dolo.

Dr. Loyi and Srivastava presented the state’s progress under the programme Lab to Land Initiative at the  colloquium.

Doimukh BDO has been pioneering the initiative in Doimukh CD Block while SIRD Assistant Director Srivastava is coordinating the training under Lab to Land Initiative at SIRD for Arunachal Pradesh.

The BNVs were provided an opportunity to interact with senior level functionaries from Govt of India, including Joint Secretary, MoRD Niten Chandra and senior BNVs functionaries from all over India in the colloquium.

The National Colloquium also provided an opportunity of interaction with representatives from Prajapati Ishwariya Brahma Kumari Vishwavidyalaya, RK Mission, and other organisations. The IEC Division of Ministry of Rural Development in collaboration with National Films Development Corporation (NFDC) has prepared a bouquet of audio-visual materials, including short films and documentaries on the contribution of BNVs.

The programme was attended by Union Ministers of State for Rural Development Pradeep Jain Aditya and Sisir Adhikari and Minister of Rural Development Government of Uttar Pradesh.

Who was responsible for the violence?

Apropos the news items circulated for publication in various dailies by one Okom Tamuk, Executive Director, Land Owners Union-Lower Siang Hydro Electric Project, the Government and the General Public need to take the issue very seriously.

Very seriously, because the said person has hinted promulgation of National Security Act, in this land of peace and tranquil environment. I, as human being, shall never ever encourage or accept violence and atrocities.

People like Okom Tamuk, claiming promulgation of National Security Act, for being man-handled in public place is nothing but great joke which out and out proves his half-baked knowledge.

As for the rampages claimed on the 17th April’2012 one needs to understand it very simply that all the people at Geying Camp on that day actually assembled to oppose the Public Hearing that was to be conducted on that day with regard to the construction of the Lower Siang Hydro Electric Project, democratically. One cannot point out a single incidence of violence except for road blockade till the early hours of morning of 17th April.

On the D-Day of public hearing, not even a single person turned up from various villages in the vicinity of proposed place set for the Public Hearing, resulting declaration of the cancellation of the Public Hearing. It was not due to law and order situations. Herein arises the pertinent question, “than why the violence?” Just after the declaration of cancellation of official proceeding of that day, while the caravan of the police personnel and paramilitary forces were returning back, Okom Tamuk is said to have challenged the people standing on the road side, wielding a revolver. Three young boys took the challenge, very seriously, and immediately retaliated charging upon him and his driver, without caring for their life.

It is said that Okom Tamuk fled from the scene and was hiding in one of the bus which was carrying paramilitary forces. After beating up the driver who is also said to be armed, they pulled out Okom Tamuk from the bus who was still wielding the revolver. He was beaten up outside on the road side. This intimidating act of the Okom Tamuk sparked the fire of violence in whole of Geying Camp.

Now, with regard to the promulgation of the National Security Act, who are the people to be booked under National Security Act? Those who beat-up the persons carrying arms or those who were carrying arms in a public gathering.

The ball is now in the court of Government of Arunachal Pradesh, in particular and Government of India, in general. Retrospections of errs of the 17th April incidences seems not that very serious. More serious is the fact, from where the arms and ammunitions were made available to this few people who claim themselves to be the land owners of whole Siang valley. Would the Government of Arunachal Pradesh investigate the fact from where the guns and ammunitions were made available to them? Time certainly would be awaited what the Government of Arunachal Pradesh needs, a peaceful state or a state with gun culture? Let us nip it at the bud itself.

Last but not the least; I would always decry violence, and appeal once again to one and all to say ‘no to violence’ and join hands to say “No to Dam on Aane Siang”.

Let us at least be vigilant

Dear Editor,

A great deal of history has happened after 1972 in the internal Vanity Fair, everybody has seized the opportunity by any means, the limit of which is best known to all of us - within the secure wall of our own brethren in the Assam-Arunachal frontline belligerent by themselves zealously clinging on to whatever good is left of our chattels now.

The modern frontline is not of guns and cannon balls but of mental games of trauma reinforced by some recently manmade documents that slips our tribal minds. The “Posa Payments” made in recognition of claim on the territory in the plains which should have been continued complying with the advice of the Chairman, North East Frontier (Assam) and Excluded Areas Sub-Committee to the Constituent Assembly of India  - simply perished somewhere in the system. All we can do now is helplessly watch the influx of humanity as far as the eyes can see. With a population density the lowest here, the ratio of our own people to the contagion of malignance - issues of Assam with the product of humanity seems to grow exponentially. This tumour is very soon going to overwhelm Arunachal – being the feeble dumping grounds of urban toxic wastes that are preferred in the outskirts of a congested and polluted city!  

Our forefathers were dreaded even by the Mighty British who had to be happy, at the most, by enacting the Bengal Frontier Act of 1873 consisting of a inner line and outer line in the empire where the “sun never sets”. Although indubitably there were internal politics then, our forerunners inflicted headaches upon the Mighty British Empire as a single entity – led by and recruited from hills & plains alike! Unthinkable as we understand now!

It is hard to believe that we are the progeny of these champions of the legends. The present-day pseudo-educated generation - old and young - when the “ghost” of Assam Bandh yawns, there is a hush! – seeking information whether to budge or not! In all probability, instead of hushes a pragmatic and persistent approach by all of us for self reliance in infrastructure and alternative international trade could have helped!  

Or is there a lacuna in the academic edification that has made even the trained elite fraudulent and our senate ignorant weaklings – sometimes to an unbelievable extent? Let us at least be vigilant not to be penned down in the pages of history as felons, although contemporary perception enthrones us in the pinnacle of glory!  

Education of the ostensibly ferocious but essentially cultured tribes should have polished us into holy warriors armoured with shields of knowledge and wielding swords of pen - but what have become of us but suspicious, timid, charade, egoistic & corrupt?

Or has the dangers of active side of all of us got atrophied through prolonged seclusion?  

Netaji Subhas Chandra Bose said, “For variety of reasons our nation has been sliding pauselessly down to the zero line in the sphere of action: so what we badly need today is a double dose of the activist serum.....”

 In this regard we would like to extend our sincerest apologies to all our readers and public in general for the unintentional error that has appeared on Pg 88 of GBD's Ever Latest Arunachal Pradesh GK-2012.

We would like to clarify here that we were completely unaware about the change in the name of the tribe from "Dafla" to "Nyishi" by a Constitutional Amendment Order in 2008. On dated 21 April, 2012 we came to know through our associated booksellers in Arunachal Pradesh that a news item related to GBD's Ever Latest Arunachal Pradesh GK 2012 has appeared in the April 21 issue of The Arunachal Times. It was only after downloading the news item and going through it that we came to know about it in detail. This is just to inform everyone that we, with immediate effect, have stopped the sale of the said book and have rushed to repair/ redo the existing stock with necessary corrections. Irresponsible comment

Dear Editor,

The statement of the Chief Minister on the attack on Arunachal Times is most irresponsible. Criminals are loitering without any care of law and order awaiting for a next score right under his nose and he expects us to protect ourselves! What is he for then? What his governance is about?

Mr Chief Minister, let me remind you that the position you hold is not your inheritance but a public post. And so, you are answerable to the people of the state who placed you in that position at the first place. Moreover, if your governance is incompetent, of which most of us are aware of, better give the deserving one a chance.

Poaching a great threat to tiger conservation

Poaching is still the main cause of the tiger’s decline and the greatest barrier to achieving the goal of doubling wild tiger numbers by 2022. Reports of illegal tiger trade and smuggling in the past months have shown that poaching is still a crime without serious deterrents. Tiger parts were almost certainly derived from poaching. The number of tigers killed due to poaching may be higher as it is often very hard to detect actual poaching events.

During the same period, there were also reports of arrests of persons caught in possession of tiger parts in India and the other tiger range countries, namely, China, Malaysia, Nepal, Thailand and Vietnam.

India is the only tiger range country to systematically monitor tiger deaths and make this publicly available online.

Experts feel that poachers are profiting at the expense of the tiger range governments. Putting an end to poaching would ensure that the investments of the governments and donors do not simply become financial gains for the poachers and tiger traders.

WWF has come up with five steps tiger range countries can take immediately to launch a joint operation towards zero poaching. These include identifying and delineating the most important sites requiring good protection from poaching, ensuring these sites have sufficient, effective and dedicated enforcement teams, working with police and judiciary to ensure strict punishment on poaching, and actively engaging local communities living adjacent to the important areas in tiger conservation.
