ITANAGAR, Apr 23: Lower Subansiri District Nyishi Students’ Union (LSDNSU) has urged the higher authorities to look into the problems faced by the agriculture and horticulture departments in Lower Subansiri.
After visiting the offices of the departments of agriculture and horticulture in the district recently, the union said that both the departments are facing manpower shortage and insufficient infrastructure.
While the agriculture dept depends on only an old gypsy vehicle for official works, the old truck provided to horticulture department remains as a problem. It could not deliver service up to the expectation, the union said.
UAEA to fight corruption
ITANAGAR, Apr 23: Arunachalee Engineers’ Association (UAEA) has decided to continue its fight against corruption in the state. It further clarified that the association is not a political organisation nor it has been backed by any political party.
Balwadi teachers orientation camp

Society condoles death of Kengsam
ITANAGAR, Apr 23: The Longchang Elite Society (LES) condoled the sudden demise of Kengsam Kenglang, a renowned writer in Assamese literature, who breathed his last on April 20.
He was recently honored by the Society with a Memento and Cash prize in recognition of his outstanding achievement and contribution towards the Longchang Society in particular and Tangsa community in general.
The Members today paid their last homage by placing a laurel wreath and the society’s flag over his last remains. They also met the family members and shared their grief and sorrow.
Later they prayed to the almighty ‘Rang Frah’ for eternal peace of his soul.
Student dies in road mishap
ITANAGAR, Apr 23: Teli Kuli, a BA final year student of Dera Natung Government College, Itanagar died in a tragic motorcycle accident at Nirjuli in the wee hours today, according to Nirjuli police.
He was son of late Teli Tarin of Lower Jumi village under Kimin circle.
He left behind his mother, 3 brothers and 2 sisters.
Meanwhile, the relatives and friends have deeply mourned the sad demise of Kuli.
USDIF reiterates demands, threatens bandh call
ITANAGAR, Apr 23: Upper Subansiri District Intellectual Forum (USDIF) gave authorities 21 days to cancel the tender process for implementation of road project, namely’ “Upgradation of 18 km road from Subansiri bridge point to Segi (CO Hq) of Gusar circle.
Reiterating its allegation that a huge amount of Rs 412.48 lakh has been misappropriated
while floating tender for the said road project in two packages, the Forum further
alleged that authorities has proved its involvement in irregularities by not allowing

Tuki seeks people’s cooperation to make Arunachal a progressive state
SANGRAM, Apr 23: Chief Minister Nabam Tuki sought cooperation from the people to make Arunachal Pradesh a numero uno state in the country.
Addressing a sea of people from Nyapin, Phassang and Sangram, Tuki said he has a
plan up his sleeves to make Arunachal Pradesh a vibrant and progressive state for
which he sought cooperation from the people. “Together we can change the face of
Arunachal and make it a progressive state and set an example for others to emulate,”
he said in chaste Nyishi. He said that government has put emphasis on education and
health sectors and formulated policies that will be implemented during the 12th 5-

On creation of a separate administrative circle for Kurung Nyobia (villages at the left bank of Kurung river), Tuki asked the Kurung Kumey Deputy Commissioner Rajeev Takuk to carry out a detailed study and submit the proposal for cabinet approval. Reiterating his commitment to make Arunachal Pradesh a green belt by promoting tea and rubber plantation, he informed that very soon a delegation would approach the Centre for the same. While encouraging the farmers, he informed that banking institutions such as rural bank and NABARD would help them in their endeavour to become successful farmers.
He announced Rs 1 crore as a special package for tea plantation in order to start as an experiment.
He also assured to prioritize construction of rural link roads to Kambang, Gangnyi Dolo and Laba village under RIDF and construction of Sangram to Parsi Parlo under NLCPR.
Speaking on the occasion, Lok Sabha MP Takam Sanjoy, while stating that Arunachal Pradesh along with rest part of the country has become a competitive state, he urged the youth to be sincere and aware of ‘one’s jurisdiction’ and work with full responsibility.
Earlier, Tuki also laid the foundation stones for a Govt Polytechnic at Laying, Tadar Taniang Govt College at Nyapin and a multipurpose indoor stadium, also at Layang. Further, he assured a grant of Rs 5 crore for construction of an outdoor stadium at Sangram.
Meanwhile, Sanjoy inaugurated Wire Rope Suspension Bridge (WRSB) over Kurung River (funded by DoNER).
Rain played spoilsport but failed to dampen the spirit of the public who thronged in large number the venue of the meeting despite the oddities.

Youth and students stage dharna, demand arrest of attackers
ITANAGAR, Apr 23: Large number of youths and students under the banner of Adi Baane Kebang Youth Wing (ABKYW) today staged peaceful dharna in front of Raj Bhawan in protest against the failure of the law enforcing authority to nab the culprits who had assaulted Haku Tatak, a law student, on April 6 midnight. Ordinary citizens also participated in the dharna.

ABKYW also submitted a memorandum to the Governor seeking his intervention in this case. The memorandum stated that police investigation team led by AK Jha has failed to nab any culprit even after 16 days of the incident.
While condemning the police inaction, the ABKYW sought the intervention of the governor for justice to the victim and arrest of the culprits.

ITANAGAR, Apr 23: The week-
Speaking at the inaugural function, Dr. Tabin requested the villagers to get their valuable livestock immunized periodically for which the department is providing vaccines free of cost at door step. The epidemics in livestock, like Foot & Mouth Disease, which causes huge loss annually to the farmers, can be controlled by regular vaccination, he said.

AAPSU hits back at APYC, reiterates demand for white paper on financial status
ITANAGAR, Apr 23: All Arunachal Pradesh Students’ Union (AAPSU) hit back at Arunachal Pradesh Youth Congress (APYC) over its remark that “AAPSU can’t dictate term to Govt.”
AAPSU president Takam Tatung, in a release, going through the content of the APYC
statement, called upon the youth brigade of the Congress party to refrain from giving
political colour and different dimension to the genuine issue raised by the union
to the present state government on the deteriorating law and order problem in the
state. Such maneuver will back-
AAPSU appealed to the APC and APUWJ to reconsider their decision not to entertain any press releases issued by unions and NGOs after April 24 in the greater interest of the people of the state.
“The union in its full wisdom does not have any interest to infringe upon the prerogative of a state chief minister but at the same time no individual or organization on behest of the state government can stifle the voice seeking for peace, security and justice of the common masses,” Tatung stated.
The APYC being the youth wing of the ruling Congress party should have the magnanimity to accept the truth to call “spade a spade” rather than making it a “prestige issue” and should not behave in a way that will have far reaching ramification, he said.

CM directs Capital SP to bring culprits to book
ITANAGAR, Apr 23: Chief Minister Nabam Tuki today enquired about the progress of the recent attacks on The Arunachal Times office and a youth, namely Haku Tatak and gave specific direction to Capital Complex SP to bring the culprits to book at the earliest.
After briefing the CM, SP Hibu Tamang assured him that entire men and resources are working for breakthrough in both cases and hopefully success would be achieved soon.
“There should be no compromise with law and order and anyone committing crime should be taken to task as per the law of the law,” the CM directed today immediately after returning from his trip to interior Sangram in Kurung Kumey district.
The CM, who was accompanied by MP Takam Sanjoy, Health Parliamentary Secretary Nido Pavitra, MLA Markio Tado and political secretary to CM Bamang Tago, visited the Barpani Basti, where 66 OB type houses were reduced to ashes in a devastating fire Sunday afternoon.
After listening to the grievances of the fire victims, the CM assured them that he would look into their accusation of lackadaisical attitude of the fire tenders and the shortcomings confronting them.
He also directed the deputy commissioner to file a report of losses, the cause of the fire and take fire preventive measures to be enforced strictly to prevent recurrence of such incidents in future. He also directed the disaster management department to immediately process the compensation entitled to the fire victims for the government to act.

SIRD takes part in national colloquium on ‘lab to land initiative’
ITANAGAR, Apr 23: State Institute of Rural Development (SIRD) Arunachal Pradesh participated in the 6th National Colloquium on Lab to Land Initiative held at Lucknow recently.
The Lab to Land initiative is an initiative of Ministry of Rural Development Government of India. Under the initiative each state is encouraged to develop a cadre of Bharat Nirman Volunteer (BNV) to work volutarily for developing better contact with the grassroots level people and create awareness about all development programmes being implemented in rural areas. The BNVs are encouraged by exposing them at national colloquium and other training interventions through SIRDs. Arunachal Pradesh was represented in the Colloquium by SIRD Dy. Director Dr. Kirto Loyiand Asst Director Rakesh Srivastava. The team also included 2 BNVs, namely Teri Bottum and Tana Tado and Doimukh BDO Chagam Dolo.
Dr. Loyi and Srivastava presented the state’s progress under the programme Lab to Land Initiative at the colloquium.
Doimukh BDO has been pioneering the initiative in Doimukh CD Block while SIRD Assistant Director Srivastava is coordinating the training under Lab to Land Initiative at SIRD for Arunachal Pradesh.
The BNVs were provided an opportunity to interact with senior level functionaries from Govt of India, including Joint Secretary, MoRD Niten Chandra and senior BNVs functionaries from all over India in the colloquium.

As for the rampages claimed on the 17th April’2012 one needs to understand it very simply that all the people at Geying Camp on that day actually assembled to oppose the Public Hearing that was to be conducted on that day with regard to the construction of the Lower Siang Hydro Electric Project, democratically. One cannot point out a single incidence of violence except for road blockade till the early hours of morning of 17th April.

It is said that Okom Tamuk fled from the scene and was hiding in one of the bus which was carrying paramilitary forces. After beating up the driver who is also said to be armed, they pulled out Okom Tamuk from the bus who was still wielding the revolver. He was beaten up outside on the road side. This intimidating act of the Okom Tamuk sparked the fire of violence in whole of Geying Camp.

The ball is now in the court of Government of Arunachal Pradesh, in particular and Government of India, in general. Retrospections of errs of the 17th April incidences seems not that very serious. More serious is the fact, from where the arms and ammunitions were made available to this few people who claim themselves to be the land owners of whole Siang valley. Would the Government of Arunachal Pradesh investigate the fact from where the guns and ammunitions were made available to them? Time certainly would be awaited what the Government of Arunachal Pradesh needs, a peaceful state or a state with gun culture? Let us nip it at the bud itself.
Last but not the least; I would always decry violence, and appeal once again to one and all to say ‘no to violence’ and join hands to say “No to Dam on Aane Siang”.

And so, you are answerable to the people of the state who placed you in that position at the first place. Poaching a great threat to tiger conservation
Poaching is still the main cause of the tiger’s decline and the greatest barrier to achieving the goal of doubling wild tiger numbers by 2022. Reports of illegal tiger trade and smuggling in the past months have shown that poaching is still a crime without serious deterrents. Tiger parts were almost certainly derived from poaching. The number of tigers killed due to poaching may be higher as it is often very hard to detect actual poaching events.
During the same period, there were also reports of arrests of persons caught in possession of tiger parts in India and the other tiger range countries, namely, China, Malaysia, Nepal, Thailand and Vietnam.
India is the only tiger range country to systematically monitor tiger deaths and make this publicly available online.
Experts feel that poachers are profiting at the expense of the tiger range governments. Putting an end to poaching would ensure that the investments of the governments and donors do not simply become financial gains for the poachers and tiger traders.
WWF has come up with five steps tiger range countries can take immediately to launch a joint operation towards zero poaching. These include identifying and delineating the most important sites requiring good protection from poaching, ensuring these sites have sufficient, effective and dedicated enforcement teams, working with police and judiciary to ensure strict punishment on poaching, and actively engaging local communities living adjacent to the important areas in tiger conservation.
